The council consists of 11 members, 5 of which are public members appointed by and serving at the pleasure of the governor. In appointing public members, the governor may consult with the Alaska Network on Domestic Violence and Sexual Assault and the Alaska Native Women's Resource Center. While the Network and the Resource Center shall submit recommendations for appointments to public seats, the governor is not obligated to appoint from that list. One of the public members must be from a rural community of 7,500 or fewer residents not connected by road or rail to Anchorage or Fairbanks, or from a community of 3,500 or fewer residents that is connected by road or rail to Anchorage or Fairbanks. One of the public members must represent an Alaska Native organization which includes an Indian Tribe as defined in 25 U.S.C. 5304, a corporation organized under 43 U.S.C. 1601 et seq. (Alaska Native Claims Settlement Act), as amended and a tribal organization as defined in 25. U.S.C. 5304. Other members of the council are the Attorney General or their designee, the chief executive officer of the Alaska Mental Health Trust Authority or the designee of the chief executive officer of the Alaska Mental Health Trust Authority, and Commissioner or their designees of the departments of Public Safety, Family and Community Services, Education, and Corrections.
