6 members of the agency are appointed by the Governor: two members must have a background in management, two members must have a background in labor, and two members from the general public. All must have relevant experience in labor relations matters. Members serve in 2 3-member panels. Governor appoints the chair from public members, and the chair holds office at pleasure of the Governor.

Serve as the labor relations agency under the Public Employment Relations Act; serve as the railroad labor relations agency for the Alaska Railroad under the Alaska Railroad Corporation Act.

Members of the agency may be removed by the Governor only for cause. The agency must submit an annual report on labor relations problems to the Governor and the Legislature. Two members of a panel constitute a quorum for hearing cases and four members constitute a quorum for transacting business other than hearing cases. The Railroad Labor Relations Agency, as described in AS 42.40.730 was repealed and reenacted, effective 7/1/90, to read that the Alaska Labor Relations Agency, established in AS 23.05.360, is the sole railroad labor relations agency.
