The board consists of 7 members: 6 appointed by Governor - 2 licensed pilots actively engaged in piloting vessels (subject to statute), 2 agents or managers of vessels, and 2 public members; plus the commissioner of the Dept. of Commerce, Community and Economic Development or his/her designee; not more than one pilot and one agent shall be from any one judicial district; must be Alaska residents.
